Fine Tuning of the New Programme

The First Complete Draft of the Operational Programme  for the Hungary-Croatia Cross-border Co-operation Programme 2014-2020 has been available on the Programme’s website since 7 August 2014. The Programming Document is ready for the final touches before being sent to the European Commission for approval.

Since having been put in charge of the task of elaborating the programming document for the new programming period, the expert team has been working steadily on the analysis of all the relevant documentation and simultaneously with the stakeholders in the field, through interviews, surveys and thematic workshops. Reinforced by the inputs of the members of the Task Force representing the widest-most number of the region’s population and relevant public institutions, the experts came up with the first draft version of the Programing Document in April 2014.

The draft document was made available to public and open for comments via the Programme’s website, with an additional input asked from a wide circle of relevant stakeholders during the public consultations held in Sopje, Virovitičko-podravska County, Croatia on 7 May 2014. The inputs and comments gathered during the consultations, as well as additional inputs from two more Task Force meetings that followed, were incorporated into the final draft of the document published on the Programme’s website in August 2014.

The experts, under close supervision of both the Task Force and the independent external ex-ante evaluators, have developed a document to serve as the basis of the next generation of co-operation between Hungary in Croatia, taking great care to make the most out of the results and achievements of the current Programme, recognising the solid foundations the Programme has laid in building up the institutional and professional capacities for the implementation of the Programme and of the individual projects, as well as the formation of a large number of well-functioning partnerships as its greatest achievements.

As another essential step towards the new Programme, the strategic environmental assessment (SEA) of the Hungary-Croatia Cross-border Co-operation Programme 2014-2020 has also been conducted based on the relevant directives and in line with its national adaptations. The document was open to public for commenting for one month following its publishing on 10 July 2014.

The finalisation of the Programming Document and its submission to the European Commission is expected in the forthcoming months, with the eyes hopefully focusing in on the next year as the year of the first big milestone of the new Programme – the approval of the Programming Document, followed by the elaboration of the first call for proposals.
